Urgent passport renewing.?

I'm 13 years old from Wales and within 2 weeks time I should be going to France!It's such short notice because of a another pupil dropping out of the trip,leaving me landed! The only thing is now I need a EHIC Card and my passport.The problem is my passport expired in september 2009, how much would it cost and how long would it take to renew my passport?
